Wrong! Did Iraq have or use ANY weapons that violated the terms of the UN resolutions? No!

That is not the issue. Read the resolutions. The issue concerned our inability to CONFIRM DISARMAMENT due to Iraq's recalcitrance. That alone presented a threat to the free world. When we attacked Iraq, we were simply upholding our own resolutions.

The administration lied deliberately to mislead the US public and the allies

You have no proof of this at all. You've simply judged the administration prematurely, while the lion's share of its attention is NOT on finding WMDs, but on bringing stability to Iraq. The administration claims evidence for the existence of WMDs and that the evidence underscored the urgency of an Iraqi attack. But it ONLY UNDERSCORED the urgency. That urgency was made quite clear by Iraqi's failure to fulfill its UN obligations and by the fact of 911.

(didn't fool France, Germany, USSR, Canada or Mexico and a host of other countries).

That is because these countries no longer lead the world, have no guts and are being led by people who are quite fooled already. This is evidenced by their nauseating tendency to thump their chests (rather their breasts) on the floor of the U.N., only to follow up this thunder and lightning with a fierce determination to destroy their own credibility. Other than Germany, the rest of these nations are utterly mediocre and quite irrelevant where world affairs are concerned (and Germany ain' nothing to brag about, especially after having taken in the savages from the East). They are all now reduced to futile and pathetic attempts to find relevance via the U.N.
