I went through content.techweb.com and tried the larger Virtual Memory trick and told windows I was a server as recommended.

We'll see if that helps me not have to defrag so often but it did nothing for my strange problem.

I think the solution will be to uninstall my virus software then try reinstalling Windows to see if that resets things. When I try to reinstall Windows with my virus software just disabled it hangs, says some sort of virus type msg and restores a known good registry which probably has the bad settings. The problem is this error happens soon enough after major upgrades from MSFT that I wanted to find a more direct solution.
