Indeed.. if, in fact, that was the rationale for the way the country was partitioned. Personally, I think it has more to do with keeping US troops out of the south where they might be good targets for Shiite extremists, and putting a buffer between US and Turkish troops. It also frees up US forces to be deployed towards Syria if required.

Also, the Poles will be controlling another predominant portion of Iraqi oil.
