How does the removal of states supporting terrorists INCREASE the danger from terrorism?

Terrorism is not a state sanctioned activity, not in Iraq, and not really in Afganistan. Junior is increasing the culture of terrorism at the same time that he reduces the sympathy the U.S. may have in other countries. Rumsfeld could knock over a dozen petty dictators and not stop a single terrorist, but he would create quite a few from disaffected civilians.
