No Military action is contemplated, if ever deemed needed, IMO GWB will ask for the full support of Congress I think military action is being contemplated, just not the official sort that Bush needs to go to Congress for. But ongoing anti-terrorist operations might just find themselves on the other side of the Syrian-Iraqi border. That's one border, and Israel is on the other. I'm sure Assad is getting the message that only the US is holding Israel back, and can choose to stop doing so.
