Yeah, the first thing that crossed my mind when you mentioned "Brookings" is "here we go again, for a ride on the RBOC-funded spin machine." In theory, such opposing views within "think tanks" should be normal, but many of these are special-interest funded "spin tanks."

Here's another think tank, that is pro-consumer (a rarity), with some policy position papers that are of interest:
