That would be my thought also. I'd call the telephone company and demand to have someone come out and check your line for noise levels. To be sure, borrow someone's laptop and see if you have same dropoff rate on your line. That would prove it's the line itself. I assume you are not using two different phone cords when connecting your laptop at your line and your friends? If not, check that.
