As for Arab support in the region, Turkey, Saudi Arabia & Kuwait allowed the US to use airbases in the region to enforce the no-fly zones. Saudi Arabia was a staging area for US troops during the War. There is a US airbase in Qattar. The attack began in Kuwait. It's my understanding that Jordan allowed US overflights over their territory. I've heard that Libya has been supplying the U.S. with information on terrorist organizations. And, even Iran was strangely silent during the conflict. As they old saying goes, "silence construes consent".
