<<Who can you imagine would be more benign?>> A world power that depend on trade for 80% of the GNP. Trading nations are not warlike. Whoever can be that world power, would be an improvement on the US which depends only on 10%, hence making them throwing their weight around and disturb countries that only want to make business and live their lives.

Another benefit of this example above, is that for trading they would be a world power with more knowledge of world affairs -otherwise they wouldn't be successful. Thus making a country with higher culture level than the US.

Moreover, by depending on trade for it economic power, the people of this country would need to learn lots of different languages, would need to empathize with other cultures, (look to to the US, over the Appalachian there are only Rednecks and Hillbillies!!!) otherwise they couldn't sell their stuff, and this would made for a more peaceful world.

There would still be crazy guys and skirmishes, but it wouldn't be a nations business (like for the US today) to fan flames, create conditions for terrorism, like paying for the Israeli bullets and such, pressing people into a situation in which the only alternative is come out fighting just to justify spending USD400 billion on means of maiming and killing.
