I'm frankly not sure if the dollar is a positive or negative here. It's good for gold, but I'm not sure about stocks.

Actually Dave, your chart is too "slow" , that's not much movement to really tell too much. A double bottom from 98-99 timeframe is not really a DB. DWA has the standard chart at $.50, the bearish price target is 89 with nothing that I would call near term support in it's way.
