That is an excellent point and it is really too bad that it is not true. It was not the citizens of the world that made the decision to remove the Iraqi government. It was the highly motivated governments of only 2 countries in the world and it was the most opposed war by the citizens of the world in the history of the world! The two Governments used paid professionals financed from the money it taxes from the citizens to wage this war. One of the Governments was opposed by its population. According to your logic it is the counties that did the attacking that should be removed by the citizens. Nice imagination! Perhaps you work for the government. I believe that is one of the problems - many cannot see it.
