For the past 3 or 4 decades the redistricting in Texas has been performed by the courts. This keeps it less political. This arrangement is not part of the laws or constitution, but instead an agreement that was in place since redistricting always ended up in the court anyway. Tom DeLay broke with that arrangement (unilaterally of course) and arranged for legislative redistricting, using a secret map that was only disclosed when the committee met yesterday. Once again the Bushistas are demonstrating that there is no custom, tradition, or trick they won't pull to maintain power.
