It sounds like this is exactly what the argument is about- The companies believe that it should be taken by someone who is under the care of a physician and not someone who will only see a physician if they are taken to the emegency room because of a bad reaction. My friend expressed some surprise at his reaction. He thought I guess like the FDA that it shouldnt be a big deal because the medecine had no drowsy effect.
