You still aren't getting through. Is that a list of all the countries that will chair the commission, or what? I don't understand the signifigance of the alphebetical list of countries. As for Lybia, while they may have had some agressive special forces operations a score of years ago, what allegations are there of violating human rights? You seem to hold it as a given that they are torchering or killing off thier people, but I know of no such allegations, or certainly not for decades. TP
