I tend to agree with you that a government can't chuck most of its citizens into jail (although the US is sure trying, given its remarkable incarceration rates). That said, the depression of the thirties sure did a number on a good cross-section of the population.

Probably, you would have to borrow enough to ensure that you didn't hear from the sheriff until the third period of the game. (g)
