I hate to offer ideas up piecemeal, but on the topic of affiliates, I did pursue at length how the affiliates are impacting Sprint's network progression.

It sounds to me like the demand for all upgrades to be nationwide is no longer the case, so an implementation of DO or DV by Sprint would not require affiliate participation.
