You are correct, a bureaucracy imposes and guarantees inertia. Thats what it is for.
Say for example we need a dam on a river in Iraq for irrigation. Well, you cant put the dam there, it will flood the property of ( a Bath party member) and it will ruin the fishing ( there is one fisherman in that area of Iraq)
And how will we make money on it (in perpetuity). We will build a road across it and charge a fee (even if the people dont have any money). And the Speaker owns a piece of land there so lets buy the land from him for the dam location, and the road will provide access to the presently inaccessible piece of property owned by the vice president.
So after ten years of discussion the dam dam is still not built and the land for the dam dam costs ten times as much.
