I think much of it is due to the fact that in Canada, the majority of power/population is concentrated in the centre. Its not really voter apathy, but in the last few elections, the west has been relegated to protest votes, as federal elections are decided by Ontario/Quebec even before our voting has closed. Nothing like turning on the TV, after our stations have closed, only to discover it was over hours ago.

And add to seismic`s point that here, 40% popular vote can get you an OVERWHELMING MAJORITY. So we all wonder who the heck voted the government in as we complain :o) There are cries here for an elected senate with clout. Ours is just an old boys club filled with patronage positions.
