The difference is that Truman was thrown into the battle but Bush chose the war. So Bush could have had as much time as he wanted to plan for the aftermath of war. Now there are no Iranian zealots in Iraq. There are Iraqi Shia who had been fighting against Saddam for 20 years in order to establish an Islamic republic in Iraq. To say that their return was an unforeseen event brings to question the foresight of Bush...but I don't think he was unaware of it.
