Collect all the oil money, send a check to every Iraqi family. Admin costs should be some small fraction of 1%. Make it so the plan can't be changed except by plebicite. Can't possibly happen, as every decision-maker thinks they know better how to spend the money.

Also a moot point, since the cost of rebuilding the oil industry alone will suck up all of the oil revenue for years to come. Since the State is essentially entirely dependent on oil revenue to pay off maintenance and reconstruction expenses, it will be a long, long, time before any surplus is left for distribution to anyone.
