We told Saddam what to do to avoid attack.
We gave him a specific date to comply.
We told him we are coming, if he doesn't comply.
We put our forces into position and told him where we were.
We explained the weather and how it would limit our window of opportunity militarily.
Turkey effectively provided notice to Saddam that no attack would be coming from the North.

He knew we were coming.
He knew when we were coming.
He knew where are forces were located and which direction we would have to come from.

And still we were able to achieve tactical surprise.

One critical way we did that was to effectively cut-off the head of the snake at the outset. We had recon flights fly the same patterns for weeks. They flew to a certain point and always turned back. Then one night they flew to that same point and continued on a very short run to dump on Saddam and his henchmen. It was totally unexpected. We immediately followed up with a large land based attack. It was another total surprise. Saddam and everyone else expected another 31 day air campaign first.

The first strike was sneaky, tricky and a tactical surprise. It was so effective, Saddam never recovered...not even for a moment.

This was brilliant military strategy, yet totally within the parameters of our military doctrine.
