I guess I'm not surprised that it's 'apparent' to you, because it's certainly not apparent to me.

Thomas Barnett, the writer of the article you cite, is not a General nor Admiral. He is a Professor and consultant. He teaches and advises on military strategy.

The piece he wrote is interesting and also conjecturous. It is not official U.S. policy. It is merely his opinion of what he thinks is happening in the world. Military strategists are always writing these kinds of articles trying to predict the future.

The American military answers to the President. The President is elected by the people. There is a Congress, a Senate, a Supreme Court, and a free press that govern the actions of the President.

Unlike Saddam Hussein President Bush can not go to war willy-nilly without significant consequences.
