Bush, or more honestly Rove, matches his attacks so that they impact the desires of the normal people who are not in the neocon fold. This provides a major distraction from his more profitable schemes and foriegn policy blunders. It also allows them to "not win" on a few issues they don't really care about to provide a sense of relief. It is most cynical and destructive to the republican form of government. That is why there seems to be vociferous objection to each new initiative. TP
