Beg your pardon that the last sentence had a political component. The point was really whether the "building vs defending" descriptions were very useful distinctions in liberal and conservative perspectives. The posted article purports to be a liberal constructively (and in line with the Gault article) criticizing both sides. I consider the education system and accompanying administrative hierarchies to have been the result of building, not defending. Perhaps the Marshall Plan could be cited as a better example of building which illustrates the point of the article, but I don't recall the point being made.
