More accurately, Najaf is to Shiite what Vatican is to Catholics. It is not only the Shia's holiest city, but also the seat of all Shia thought and development. (Qom had always been to Najaf what Jersey City is to New York). The day you can have a protestant run the city of Vatican is the day you can have a non-Shia in charge of Najaf (or Karbala).
