Nope! No analogy is perfect, but Najaf to Vatican is closer than Rome. Rome is also the capital, so it bears with it other responsibilities which Najaf does not have. Even Rome did not allow a mosque within city limits till I think the 1970s. Also, Rome is not solely dedicated to Catholicism; there are other things going on there. Najaf and Karbala are pretty much dedicated only to Shia religion. Everything in those cities revolves around the religion. I think the analogy stands.
