Somewhere in that god awful windows book there is a way to reboot normally. I think you have to stand on one leg and hold down the <eatme> key or something.

Are you sure you are in safe mode? Normally it says in like in the 4 corners of the screen, 'SAFE MODE'.

If not, it may just be that windows decided to have a plug and pray moment, and you lost your display drivers. This can happen if you install programs that mess with them, or sometimes I've had them go away for no good reason. In this case you can just reload your graphics card drivers. (from the net, or from disk).
