If we do it your way, we lose any moral high ground that we might have now. How exactly are these "new style enemies". There have been terrorists during all of history and your suggested tactics hasn't rid the world of them. The only outcome would be to satiate some of your lust for blood and to create more terrorists out of family and friends of those tortured and killed publicly.
