Excuse me, but since when is it up to the government to take care of the people?

We are all responsible for ourselves.
If you want a socialist government, then the government will take care of you..and take away your liberties.

So that was 1998 figure. Needless to say, after 4-year stock market decline from 1999-2002, and 2+ millions of people out of work, that number will be revised upward by a larg margin.
