That was a last resort aimed at ending a war. It was done in a time where precision guided weapons didn't exist.

TODAY, we have non-combatants being targeted by terrorists to START a war. These terrorists are too cowardly to engage militarily, so they pick on children and exploit our sense of moral outrage to start their little war. They are egged on by Godless Mullahs, every one of which deserves to be burned at the stake.
