Functionally, it is actually a very good idea, since it frees the interior space from the constraints of having to work around the "service elements" - i.e. elevator shaft, ventilation shafts, etc. Take them out and you have the space much more free to be changed as you wish, according to the different expositions you have in mind.

"Artistically", and I am recounting from memory here since post modern architecture never appealed to me, it is apparently a Big Thing that they managed to make a facade of sorts with brightly colored service elements. A "turning inside out". Or something.
