A great beginning would be to see some real accountability and transparancy to the budgeting and funding process, but that will never come to pass.

ABSOLUTELY. A good place to start would be ZERO based budgeting where in every year a Department would have to begin anew in justifying their needs. Right now they just start with last years budget and add on as a MINIMUM anticipated increases in the CPI. Then if someone tries to restore the budget back to WHAT IT WAS they call that A CUT in the BUDGET. Its totally disgusting and having audited MANY government programs I can assure you the WASTE is ASTRONOMICAL. Run by just generally accepted business principles GOVERNMENT, AND I MEAN ANY GOVERNMENT could easily cut 20% AND proved BETTER SERVICES to boot. Some is FAR WORSE then that. jdn
