IMO - neither. maybe a couple-5 years of admisistrative support, but more important is longer term (I usually say 1 generation) of meaningful support to help with economic progress, diplomatic progress, infrastructure, education and similar things. These do not require US presence or administration - a few meaningful and workable agreements on direction and aid/loans when necessary would go a long way.

It will take establishment of the right kinds of institutions along with the American presence to strongly point out if these institutions are undermined, US is there to restore them. I actually think the process will take closer to 30 years than 10.

The problem is, that for this to work out, we have to be genuinely concerned for what is best for the Iraqis. That will not be always what is best for the US in the short term. And I don't honestly see how we will resist the temptations.
