With the old models, yeah.

But if for some reason the SEC and the Feds got too draconian with various measures, it wouldn't be too difficult at all for someone to incorporate in the Caymans and trade on an Easdaq-like exchange. Quotes would be as easy to get as if they were Instinet or Archipelago.
