Their culture and religious beliefs pretty much set up a certain part of the population for that sort of thing. It's a sad indictment on the human condition, but for some folks, sitting in glory at the right hand of Allah probably sounds a lot more attractive than living in poverty in a country run by dictators. It's a situation ripe for manipulation by those specializing in black ops. Anyone with access to money, recreational drugs and small arms could probably whip up a suicide squad in a few weeks under current conditions.
