The Afghanistan situation is such a heartbreaker. And all because we are refusing to spend a few billion to build a credible national army and extend Kabul authority to the provinces. This nickel and dime policy on post-war aid in liberated countries, expecting them to rise pulling on their bootstraps now that they are "free", is disastrous. It's what happens when you have ideologues running Washington.

I am afraid we are witnessing a repeat performance in Iraq. Only a few tens of millions has been spent on reconstruction, salaries, bribes, while we are sitting on almost $5 billion of Iraq's own money (including the billion that Saddam's son heisted from the bank).

Mr. Karzai appealed to neighboring Pakistan to crack down on cross-border marauding.

It should be noted that the government of Pakistan's Northwest Province, which contains much of the mountainous area bordering Afghanistan, is in the hands of an extremist Islamic party, and is rapidly being "Talibanized". Pakistan's central government has questionable influence in much of that area, and it's not clear that they could control the cross-border raids even if they wanted to.
