I think that their reasoning went something like this. They perhaps knew that Y2K was a non-event but they didn't know if the population knew it was a non-event and they were trying to avert the kind of dislocation that occurs when everyone tries to take out cash from the banks at once.

yep, given that we don't HAVE the free market for money that we SHOULD have, we should at least expect a smidgen of responsibility on the part of those in charge of what nowadays is regarded as 'money'.
