It really does mean that even after you have renounced your citizenship you will continue to be held liable for US taxes on money earned over the next ten years.

OK, assuming thats true, theres an easy workaround. Set up a company that is domiciled outside the US. Derive all income thru the company, and as an employee of the company make sure the individual's income is well below any IRS threshold for taxation. The expensing part is a bit more complex, but as a straw-man proposal, this works pretty much anywhere - the distinction between an individual and a company.
