We found two mobile vehicles with zero indication they were biological labs.

No.. we KNOW they were DESIGNED to be used for biological research, and the fact that they were both mobile, and painted in military colors, display that they had NO OTHER POSSIBLE PURPOSE but military biological research.

And that is strictly prohibited under the terms of the cease fire agreement and every UNSC resolution since 1991.
