The NK may be nuts but they are not dumb. A US troop withdrawal to a more secure location increases the chances of a preemptive US attack.

There should be nothing confusing to NK, after the show of power in Iraq.... And they saw nothing from the subs, did they? Even if we left SK entirely, NK should be very wary...Very Very wary.
