This kind of changes are not something that can be quantified in economical / money terms. It's all in the minds.

About 5 years ago the then-President of Bundesrepublik, Roman Herzog, said "Ein Ruck" (push, slip, sudden movement) should go through the state. People I guess heard and were ready to push - but nobody said "push now", for the obvious reasons. Made the president look like a court jester - "he must be a joker, he just says what he means"

The backdrop of exogenic factors today of course makes the situation more complicated. As ever. But this is no excuse to keep sitting on hands.
