Preferred stocks already have some dividend tax relief.

Agreed. But the new rules make these a potentially good investment for individuals as well. The increased demand should drop their rates a little.

Of course it should be remembered that a lot of financial instruments are held by non-taxable entities like retirement accounts and pension funds.
