I don't think the masses believe the markets are always going up....IMO "the masses" have been hurt by the bear market, and they are hesitant to jump back into the market. IMO many of the investors who are still in the market are investors (not traders) who are long term "buy and hold" investors, and IMO they aren't sellers in this market.

Having money in a low yielding money market fund, and having the tax bill pass that would exempt dividends from taxes would IMO fuel a market rally as individuals moved into some specific stocks that pay a dividend. A rally in these stocks, might fuel a rally in other stocks.

I believe that Michael Dell stated that DELL would consider paying a dividend if this tax exemption passed....and IMO that might start a trend for some of the tech companies to pay a dividend too.
