Not quite two months have lapsed since March 20th....and the start of the war.
Rome wasn't built in a day. As they say.

Pardon the use of some words that may be considered obscene by some.

Rome was not demolished in 2 months either.

In a country that had electricity and therefore flowing water, major parts today have neither.

Consider this : If there was no flowing water in your or my house, where would you go to shit every day in a hygeinic manner ? You or I may have a backyard to use, but if you or I were part of a 10 person family in an apartment, it means something different.

Consider that you or I had to live thru this scenario for 2 months, and no guarantees on when you or I could use the toilet hygenically. Then consider the follow-on effects of disease spreading.
