I *know* BUT, the place is simply ... anal retentive. The Idea that at the end of the day somebody pays the bill (so-called Kassensturz: pull out the register in the evening, spill all the coins on the table, and then let's count) is still deeply ingrained, in some at least. What's wrong with realizing you live beyond your means (The chancellor has started to enjoy telling everybody in his or her facs that this is SO)? Nothing, it's even laudable. But on the second thought: if everybody (all 24 hrs of this earth) would share this attitude, we would have another ice age winter tomorrow morning. So Hans was happy to get robbed, with proceeds going to Joe. So yes, spend spend spend. At least we should not have any problems with population growth (if spent correctly;\)
