Well, driving an unstabilizing wedge through the oil-producing nations has been a long dream of cheap oil, especially when the US sources are getting more and more expensive to run. Ouch, that Hubbert Peak. There is a difference between a world market price of some $10-20 to one of $1-2, before piping and shipping. However, there are those who would like $100/barrel but that would take some really isolationist measures, just as much money to increase the funding of the coast guard. However, without mastering the USA election system and media nothing much can be done.
