I've noticed the same thing and it does seem to be consistent. Every PM I send takes several seconds (perhaps as many as 30?) to get sent. It's consistent enough that it's certainly not a matter of hitting a slower server.

Unfortunately, I can't address it yet. It's going to take me some time to come up to speed on the site's programming before I can go making any kinds of changes.
