I'm afraid I'm missing something - the Fed can do whatever the hell it wants to with long-term interest rates if it is authorized to buy long-term US securities. It can even jam corporate rates lower by accepting corporate bonds as collateral on loans to member banks. The Fed doesn't have to "get" the money from anywhere, it just increases the numbers in a few critical computer registers and presto, fresh Clownbux.

This is one time to believe 'em when they say "Don't fight the Fed", because they're running the printing press.
