It is my observation that the change in the approach to the USD. Rubin afraid of inflation refined the strong USD policy. Now at 2.2% yearly inflation those tricks are not needed anymore ......... and EZ has a problem.

The trade deficit wiht EZ is around 67 billion a year well below the total trade deficit but the EUR rose most against the USD.

China has a bigger surplus with the US but it's currency is peged as is that of most SE Asia countries so in this respect Snow is right
