The USSR with its COMECOM didn't. Neither didn't Brazil and Argentina.

The advent of a Bush clique is a signal of the times and part of the whole scheme of things. An entity like a country returning to his 'natural'size, is like that old lyon that can fight anymore but knows that showing the fangs keep the enemies at bay.

The entity needs to project an image of power -as exemplified by the adventure in the Iraqi sands- because it knows the economic strenght that underlied its power is faltering.

It's just part of the whole picture.
